Permitting Plan for Pālā‘au Generating Station Units 7, 8, 9 & 10 Pālā‘au, Moloka‘i, Hawai‘i (1994)
Mr. White prepared a permitting plan for four new 2.2-megawatt diesel generating units that were proposed for the Pālā‘au Generating Station on Moloka‘i. Conceptual design information was used to identify the environmental permits and land use approvals that would be required for the facilities
EA/Negative Declaration/FONSI, Advanced Electro-Optical System (AEOS) Telescope & Related Improvements, Maui Space Surveillance Site, (MSSS) Haleakalā, Maui, Hawai‘i (1994)
This project involved the construction of a large (4-meter diameter), telescope within the existing MSSS site atop Haleakala. Mr. White was the project manager for this study and authored the EA.
Shoreline Improvement Study, Hilton Waikoloa Hotel, Waikoloa Beach Resort, South Kohala, Hawai‘i Island, Hawai‘i (1994)
Mr. White served as the principal investigator and author for a study evaluating means of improving shoreline recreational opportunities at the Hilton Waikoloa Hotel. The study involved a study of the existing ocean recreation facilities and shoreline conditions, interviews with operators of the beach recreation facilities and dolphin swim program, collection and analysis of water quality data, review of storm wave data, and the formulation of a recommended improvement plan.
Environmental Screening Report for Maui Electric Company 1995 Unit Addition Project, Alternate Pu‘unēnē Airport Site, Maui, Hawai‘i (1994)
Mr. White and Ms. Corbett-Suzuki evaluated a site identified by the Maui Electric Company for possible construction of a 240-megawatt fossil fuel-fired electrical generating facility. The study considered hydrologic characteristics, soils, biological and archaeological resources, and noise impacts. It concluded that the site was generally suitable for the proposed use from the viewpoint of these factors, and recommended mitigation measures for project implementation.
State Land Use District Boundary Amendment Petition, Kahului Airport, Kahului, Maui, Hawai‘i (1993-1994)
Mr. White prepared the State Land Use District boundary amendment application needed to allow the runway extension and general aviation facility improvements recommended in the Kahului Airport Master Plan. In addition, Mr. White presented extensive expert testimony at the quasi-judicial public hearing held by the State Land Use Commission.
EA & Permitting for 1995 Unit Addition at Mā‘alaea Power Plant, Mā‘alaea, Maui (1993-1994)
Mr. White was the project manager responsible for preparing an EA, SMA permit application, and Rezoning request for a 58-megawatt addition to the Maui Electric Company’s Mā‘alaea Power Plant.
MECO Central Maui Siting Study, Maui, Hawai‘i (1993)
Mr. White prepared a siting report evaluating potential power plant sites in Maui’s central valley. Prior analysis of the area had shown was most suitable from an air quality standpoint for the addition of up to 240 megawatts of new fossil-fuel-fired generating capacity.
EIS for Kalia Tower Project, Hilton Hawaiian Village, Waikīkī, O‘ahu, Hawai‘i (1993)
Mr. White was project manager of the Chapter 343 EIS prepared for a proposed 400-room addition to the Hilton Hawaiian Village Hotel. Numerous meetings were held with neighborhood groups. Mr. White also helped coordinate negotiations between engineers and public agencies.
Kahului Airport Master Plan, Kahului, Maui, Hawai‘i (1991-1993)
Mr. White led the team that updated the master plan for Kahului Airport. This involved establishing facility needs, determining infrastructure requirements, forecasting passenger loads, meeting regulatory guidelines for airport layout, developing the airport layout within regulatory constraints, and conducting public informational meetings.
Volume 2: Hilo International Airport, Part 150 Noise Compatibility Program, Hilo, Hawai‘i Island, Hawai‘i (1991-1992)
Mr. White led the team that developed the noise compatibility program for the Hilo International Airport. This involved forecasting aviation use at the airport, developing noise contours for the anticipated traffic, using these contours to determine existing land use compatibility, and identifying various mitigation measures to minimize incompatible land uses around the airport.

Mr. White was project manager responsible for updating the master plan for the Hilo International Airport. This involved determining facility requirements, establishing infrastructure requirements, forecasting passenger loads, meeting regulatory guidelines for airport layout, developing the airport layout within regulatory constraints, conducting public informational meetings, and preparing the report.
Hawaiian Electric Company Generation Facility Siting Study, O‘ahu, West Moloka‘i, and Lāna‘i, Hawai‘i. (1990-1991)
Mr. White was responsible for assisting Black and Veatch evaluate various issues of concern. He assisted in developing and implementing the site screening methodology and coordinated all agency meetings. He evaluated and analyzed power plant requirements in the context or regional and site-specific land use and social characteristics.
Feasibility Study and EA for Petroleum Storage Facilities, US Army Kwajalein (1990)
Mr. White was the project manager responsible for the environmental components of this study. The work involved interviews with operating personnel to determine existing problem areas with the fuel storage and handling facilities on the atoll, the formulation of alternative design solutions, and the analysis of potential environmental effects.
